A room inside a room is not as stupid as it sounds, but... you might as well use plasterboards wall instead of tarps. And stuff it with rockwool.
Honestly I have my doubts. Just having pic related won't actually soundproof your room, it will just reduce the reverberation. It's only going to improve the acoustics.
You're renting, right? That's why you can't make it a permanent structure?
I don't know much about desktop but why can't you change the fan for a start?
