The best descriptor is a techwear jacket, as dumb as that sounds. It's not a 1 to 1 copy of a real piece of clothing, but the styling of it is in the vein of the things you'd see, ie pic related being a Northface windbreaker that's on the more subdued side and general brand, to the more outlandish things you can see if you Google techwear jacket that are being sold by fashion brands.

The reason you see things so similar despite them not being truly real is because the vaguely cyberpunk, military inspired but cutesy detailing jacket worn oversized is one of the big tropes of the Arknights/GFL craze that was fucking huge in the anime art scene for a long time, and because most artists are hacks, they all end up copying each other while putting just enough personal detailing on it to not make it super obvious. You can see pretty clearly how Hachi's entire design was heavily inspired by it by looking up some of the main characters from GFL and Arknights and noting all the stylistic similarities to Hachi, or even looking at other offspring of this style like Ayame's outfit that has the shrugged jacket as an example. They all chose end up looking similar, but if you haven't been overexposed to the clones, it's a good way to convey visually that the wearer is both cool and cute, and making the jacket oversized and shrugged makes them look smaller which is inherently cute.
