American politics is a perpetual hot button issue that is prime to generate scandals, raiding, and harrasment. Makes the chinks look civilized.

Could? Yes. Would? It'd be an uphill battle.
If Nijisanji is willing to take risks and the right talent gets hired, I don't see anything stopping them.
Furthermore whatever traditions or baggage the company has as a whole the new branch doesn't have to inherit. We'll see.

I'll say this - a misstep Hololive is doing right now is to NOT do collaborations outside their bubble. Either the talent doesn't want to (with the rare exception pertaining to Ina) or management doesn't allow them to. Whatever the case might be, Nijisanji can collaborate with indie talent. These collaborations don't only benefit the indie, the main talent benefits from having a "guest" to spice up the show. People enjoy such collab, as they bring a bit of spice to what would usually be a run-of-the-mill stream, even if they don't follow the indie afterwards.

Anything anyone says is ultimately a rrat. We don't know. The general consensus is that Hololive has better management (yes, I know, low bar) and salaries (how big no one knows, but big enough for the talent to be safe and secure).
The only real indication we have is Moruru leaving Nijisanji to work for Hololive, but under what conditions and whatever something happened behind the scene - no one knows.
Also, it appears that in Hololive the talent has a lot of say - unlike Activ8 / Upd8 or Brave Group - so this might be a reason why the girls would prefer to stay with Yagoo, rather than another company.
