Last vote, there was an option about nasfaq and vrt sharing an island that got abstained because of the desire of some reps to have guidelines for "claiming" islands on the 3.0 maps

I don't think that islands next to provinces should count nor big islands. I also believe that given the time period, it is reasonable for islands to "change hands", which is to say that you "owning" the island isn't a guarantee in the future if say, a new thread would like that island. I think that naval nations owning a couple of small islands is not a big deal and that even if the islands are not claimed, you can use them in lore as deserted islands where boats resupply. Ideally, Islands would serve a lore purpose, or help make sense of a nation's naval power, such as Hoshiyomi control an island in the middle of the Kizuna Ocean. While the fear of a "scramble" for islands is reasonable, I think with the idea that the further away it is from your homeland, the less likely you can hold it "forever" can balance this out, as well as limiting islands. This is the stance of /2434/.
