They're loras trained with different methods and they train more layers, there isn't necessarily a difference in terms of quality, in general the rule of thumb is lycoris retains style better but it's not gonna save a shitty lora, some Lycoris might also have significantly reduced filesize.
In terms of usage, if your webui version is at least 1.5.0 there is no difference between lora and lycoris, otherwise you need additional extensions to use them
