Lucilius/Faa-san was a scientist who created Lucifer in his image to serve as a fake god and maintain the balance of the world of Granblue.
Lucio is Helel ben Sahar who is an envoy of Bahamut, the god who actually created the world of Granblue. He has no connection to Lucifer/Lucilius but just looks like them because they're alternate universe versions of him.
Also pic related is Bahamut's other envoy Helel ben Shalem.
Also for some reason Bahamut split himself in two when he created the world so there's two Bahamuts or something, the one in the game is only the Bahamut that resides in the mortal realm while the other one is in the Astral realm. The true got Bahamut is many times more powerful than the Bahamut you fight in the game.
Granblue lore is crazy.
