While I don't personally have any issues with this, like you said, it does make sense. I do foresee possible issues with other nations arguing the definition "war ship". But I'm perfectly fine with deferring to your expertise in that matter.

For the purposes of organization, I'd say the two big points on the table right now to move toward making this more operational are:

Take a peek at our map and let me know what spots look good to you. The spot you pick will not only decide the obvious geographical implications, but also which Elder Tree will be the one making the decisions, and who you will inevitably have to have in-world discussions with.
>Size
Again, we'd like to keep it as small as possible with as little impact on the land, while still allowing the throughput for your patrols, and one or two other visiting ships. Idk if you're gonna want just large docks and some piers or if you think youd also need a dry dock for the occasional repairs?
