I believe VTubers are in part responsible
>Plenty of chuubas are lolis or into lolis
>These chuubas get a lot of cute and funny fanart
>Memes like "uoh" and "cunny" are popular with VTuber fans (even some chuubas are aware of them)
It's a very lolicon friendly fandom, I dare to say even more than most anime communities
