On a more serious note, for a rapidly industrializing country, the pollution standards and regulations would definitely be haphazard in the eyes of a commentary Earther. The regulations would most likely be focused on water pollution as although many farms and rural communities rely on rivers, it's also prime for riverine transport and industries like textile.
Some sort of national park might also be present to protect owl habitats. Other than that it's most likely free game especially for air pollution which would be more invisible.
Quick read suggests that for a nation with the developmental level of /who/, a lot of industrial wastes that still have use would be collected and then sold. For household wastes, most would just dump it in their yard if living in someplace more rural or the back alley in cities. And municipal waste collection is probably starting to become a thing.
