i am not a colour theorist but she likely means bright as the opposite of muted

on the colour triangle on the left you have a white tip, a black one and a blue one
the white to blue axis is how muted/bright a colour is, the white to dark axis is how light/dark a colour is

her hair is a very muted and light lavender, close to a light gray

your arrow (pink triangle) is both bright and light the sort of colour you get tired staring at for too long
ironically, the colour you pick for pointing what you see as a discrepancy is your answer, that arrow is a very bright colour and her hair is not as you can see where the arrow overlaps the hair, there is a major difference
