This needs to be clear, I think that all diplomatic encounters must have a date to them of some sort. This is not to needless complicate things but because, for example, contradictions with existing treaties or with the current state of nations such as /meat/. Treaties don't last forever as diplomacy constantly shifts, but we need an objective lense to know when things happened to avoid confusion.
