Coco, Pekora, Miko, Korone, Marine, nor Suisei are part of the group OP asked about.
Out of that group, it's hard to argue that Gura is the most impactful as far as external facing goes, she brought in a ton a viewers during EN's beginning, becoming the face of HoloEN, and still probably brings in the most sales and such. You could maybe make an argument for Kobo, but I really don't know much about her level of popularity and attention she brings to cover. Internally, while our view is limited, my money would be on Polka. She had a ton of contacts and connections coming in, not
to mention experience, and she's had a hand in helping produce other girls lives, and expanding cover's content and connections. Plus a multitude of the other girls, from Kronii to Pekora, have talked about how much she does to support them behind the scene.

Since the comparison was made earlier; Polka has gotten a lot of hype due to her 3D lives this year, but don't forget that this was her first 3D live.

Her first anniversary live was much of the same. But then she put out a fantastic concert tier birthday Live, and a soulful solo anniversary Live this year.
Gura clearly has the drive, and the desire, but everyone walks before they run. Her concert was good, even if was a bit lacking, but I'm sure she learned a lot, and I expect she will continue to flourish in future lives to come.
