I think most of the content you are hosting is from the downloaded maps in svencoop_downloads, so you'll want to read and edit the .cfg files from that folder.
To elaborate further, the .cfgs that impact the maps on the server when I host are in ones I've made or installed one by one, I'm editing .cfgs from either svencoop or svencoop_addon
So while the game will pull the .cfg from wherever you have the map installed, svencoop, svencoop_downloads, or svencoop_addon, in your case, I believe most, if not all the .cfgs you will be looking for are in svencoop_downloads.
Be VERY careful editing .cfgs, especially in mass. While removing forcepmodels will not break any maps, many map authors put other, specific map commands, including gravity settings, spawn weapons, and even calls to external scripts needed to run their map. Be careful not to touch those unless you know what you're doing.
