Roboco is the lowest ranked HoloJP so it provides good context of which girls on NIjiJP would be in the same range of *some* of the HoloJP girls.
I agree with you that NijiJP has some girls performing well (Sanbaka, Mito and Chihiro, for instance) but it is undeniable that NijiJP has a huge "long tail" of girls that aren't anywhere close to the performance of these 20 girls around or above the Roboco line
