Reimu has a homing mode. So you can be basically anywhere on the screen and hit the enemy boss. That's pretty helpful for a new player, as you might imagine. But Marisa has very high destructive power. You can burn through bosses fast. She also moves very fast. For an expert player, Marisa is a godsend.

The specific mechanics differ from game to game. So in some games, some characters are really broken. Like Reisen makes LolK an easy game, her bomb is so incredibly broken. Meanwhile playing LolK with Marisa is almost impossible.
