The most objective measure of intelligence on a state by state basis is the cutoff score for the National Merit Scholarship which is percentile based within a state. This means that in states where students tend to score higher, the required score to qualify for the scholarship is also higher.

I have attached an image which sorts this data by upper score requirement. Take a look and you can clearly see that the east coast (+ California) dominates the top of the chart. The first non east coast/California state that shows up is texas, and if you look at the participation rate it becomes blatantly obvious that only asian and indian kids are taking this because everyone else is too busy becoming a dumb fuck farmer.
