I'd disagree in general, the outfit itself is fine. It's nice combination of a circus performer's outfit and an idol one (She fit in fine during her polka-p live with the other members, despite not having her idol outfit yet.)
Thie big issue, as >>72453589 mentioned, is the shoes and hat where not part of the original design. She's a ringmaster, not a jester, so she originally had simple black shoes and a small top hat. Cover requested the change for some reason, and now she looks rather goofy anytime you can see her feet.

From Mashiro's Polka art book, these are her original submitted design, as well as two alternate "casual" designs submitted as options along with her green dress she ended up choosing. Also of note, it was Cover's request to change the hat/shoes, so can't really put that on him.
