Not really the same thing. Yes, they're playing an exaggeration of themselves (because it's too much work to keep up a kayfabe every stream), but it is ultimately an aspect of themselves. That's why the line is "this is worse than anime because she's actually real and will never be yours". An anime character, no matter how well-written, is ultimately just a drawing someone created. They don't exist beyond hiring a seiyuu to voice them (sometimes multiple seiyuu).
Vtubers are real in that at the end of the day, it's just a girl's avatar. There is a real girl on the other side of that screen, and she isn't just reading a script. And that's why it hurts knowing she's not only real, but your chances of being with her are so infinitismally small. I'm not going to say it's 0%, but it might as well be.
