That’s the idea! I imagine that it was/is the norm for large-scale building on Armilla, both because it’s much easier to build a portion on the surface before sinking it into the depths than building deep under water, and because building new sections are easier than repairing old ones once they’ve accumulated enough damage from stress. New sections are also presumably better since they’re designed with newer technology. It naturally leans towards the lowest levels being the oldest, most run-down, and most likely to be destroyed when the structure finally gives in, so people who are stuck there will most likely be “undesirables” who lack the means to keep climbing up (literally and figuratively). I guess they would naturally form their own groups that may or may not dabble in extralegal operations that could help provide wealth and influence to keep them away from the very much lethal urban decay. At the same time, it could also be a nice place to hide in if you crossed someone influential in the upper levels…
I think there are many reasons for facilities to operate in deep sea (in the aphotic zone)! The higher water pressure and salinity (maybe) likely leads to the deep sea having its own unique biosphere that can be valuable for research or agricultural purposes (since Armilla focuses a lot on niche food product), and the cold water are probably useful for cooling machines and infrastructure that generates a lot of waste heat! The isolated environment can also be attractive to tourists or all kinds of people who prefer not to be seen or detected
