Ackshually, "Cannot be Normal Summoned/Set" isn't part of the modern card grammar because it was deemed redundant, as "Must (first) be Special Summoned" implies that you can't Normal Summon it. OCG cards even have a tag labeling them as Special Summon-only monsters, which for some reason the TCG didn't adopt when it was introduced.

Ignoring the actual effect, the printed ATK/DEF of a card can't exceed 5000, so it would have to be either a 4000 ATK monster with an effect that gains 20000, or a ? or 0 ATK monster with an effect that gains/makes its ATK 24000
