Why does Holostar more often collab with Vtuber from other company/indies than Hololive (Mainly JP branch)?

I've seen more Holostars collab with other vtubers from different company and indies for few months now. Astel recent apex stream are able to collab with Matsuri and Choco, but I heard from people who follow him about he (Astel) did tell the higher-ups to let him be with them to show that their collab "will work", and the word I just quoted could probably be meant as "Holostar x HololiveJP collab will be fine".

This led me to question, "Why does Holostar collab more with other people outside HololiveJP?" I'm focusing on Hololive JP branch mind you.
