Council literally has no leader and that is actually one of things that hurt them as a gen

Shiori is quite solid as a leader because she's so absolutely weapons-grade autistic that her mind always mentally pushes forward regardless of the cringe/business of a convorsation, which is actually very valuable for a collab. I'd say she'll end up being the best leader.
