Yeah that's definitely it. FF14 feels better probably because the internal delay outside offGCD attacks spaces them out and lets them look impactful even if the combat is also floaty in feel. I think Square could learn a lot from other games developed under their umbrella, like Nier: A I know it was platinum, doesn't mean you can't study the impact feeling, and heck even a lot of the FF spin-offs like Dissidia and even Crisis Core. Also they should really study the greats, like Capcom, Platinum, From, Team Ninja, etc. MonHun, Dragon's Dogma, Souls, DMC... So many better impact feels for action games, and Nier has spongey enemies too but combat still feels impactful. Everything feels like it takes too long in FF16 despite being graphical upgrades no matter who I've watched.

Agreed to some extent. Narrative usually is meh, and it's carried by good characters, and that's also hit or miss depending on the game. Heavensward, Shadowbringer and Endwalker were all individually great narratives, that make going through the more mediocre parts of the overarching story worth it, and FF14 has some of the best and worst characters in the series.
