In 2023, zero but in 2022 Ina (voluntarily or by edict) delayed a collab stream for an uncharacteristic period and then start and held it on the loading screen for about 10 minutes after the stream start and, coincidentally, it came online in the exact same second the ongoing Tempus relay ended

Not only Ina stream was "delayed" for 22 minutes but it also stayed on "loading" screen for eight more minutes.
In short: it quite literally and verifiably didn't start until Vesper's stream ended. They didn't overlap even for a single second
