They both have their pros and cons imo, depends on what you want to do. If you want to make danbooru artist porn/art with or without vtubers then EF+HLL for sure. The little details you can get are better and it respects less mainstream prompts better and overall I prefer the look BUT you need to learn prompting a bit more for it to get a feeling for what tags you should not mix, what you should include and what you should ignore generally for whatever you are trying to currently achieve.
Based68 on the other hand is easier to get decent stuff out of with lighter prompting but it doesn't get the details as well. However, it's also imo better for a lot of old style loras I have accumulated over time and you can prompt base SD artists like painters and stuff if you want to do more artsy stuff without the result looking like an absolute turd nearly as often as it does with EF+HLL.
