It’s not “pull”. Hololive has the type of fanart community it has exactly because it valued the community from the very start, even going as far as publishing official MMD models for the community to use in their creations.
Nowadays there are a lot of bandwagoners that make Holo art for clout but, for the most part, most do because they REALLY love the girls, the community and the fact they’re valued back.
This type of relationship is cultivated (not manufactured) and ALWAYS start with having a genuine positive community (even if small, like Holo’s initial one) AND valuing them and their output.
I see a LOT of small vtubers (and even some big) try to start from the end

and that won’t happen unless they really captivate a creative audience.
