I know each city has a named elder but I do not know how they would interact with each other in terms of bigger affairs. I could either say that each city does their own shit or if I really wanted to make the tribes and sections more unified then sure I guess there could be something like that. For now (especially since this is right before infinity did their shit) I will say that no such thing exists and your closest bet to that would probably be Panrong? It is the closest big city and Silvanus does not have all its shit built up yet.
