I assume there is a cultural difference between Twitch streamers and YouTube streamers that causes that.

That surely drags the average through the mud. Here is the nyanners uncropped table from that link you posted, with the peaks.

Despite having that average Nyanners only started reaching 10k at all after April 2021, and with the exception of what I assume to be a special event, is not peaking above 14k.
That seems to indicate that the actual size of the Twitch vtuber audience is significantly smaller than the YouTube audience and that Nyanners and the top VShojo girls have a very dedicated audience almost maxing out the total potential audience.
