Where did you hear this? A discord is very useful for indie vtubers but it's mostly to _keep_ a community where it shines, not to grow it.
People bond with each other and get pings and stuff. Discord is very powerful against the natural erosion of any community.

Thinkerbella for example is non-existent on social media her twitter is as good as dead, she strictly use Discord (and Twitch), and keep a pretty large community this way.
