Clip Studio Paint for making the assets, Shotcut for the video editing.
There wasn't really any advanced trickery involved, just some use of size/rotation transforms and grouping to create an illusion of depth / perspective. You could probably do the same with any combination of video editor + drawing program.
The first scene that jibs down in the city was the only one to use any sort of more specialized function (CSP's 2D Camera and inbuilt animation system), but it rendered textured/colored frames very slowly, so I switched to doing most of the "animation" in the video editor.
