If you're not trolling the only way to gain viewers as a streamer is to expose new audiences to your content...or change your content to pander harder to the existing audience like Pomu did with her MGS streams. There's quite a lot of people who are subbed to them but hardly ever watch streams unless something grabs their attention like a very hyped game.

All of those things you listed work, the problem is the female vtuber market is super oversaturated and people already know about NijiEN. It's hard to find new audiences when everyone already associates female vtubers with Hololive or VShojo due to their clips getting 100x more visibility in the YT algorithm.

Unfortunately most of the girls are stuck in their habits and unwilling to change things up. For example Reimu could incline very hard if she did more JP collabs, more ES collabs, and more singing content, but she seems satisfied just playing horror kusoge and collabing with Vox. Many of the other girls seem like they'd rather collab with other NijiEN's than seek outside collabs to find new audiences. I think they don't care that much about growth as long as they're making a living. Large group collabs are basically the lowest effort content you can think of and they seem to do more and more of them every week as they run out of ideas for streams.
