Game choice and the stream content itself are arguably the main deciding factors. Huge debuffs can happen from game alone, even with Gura (Obviously this won't be to the same extent as with an Ame/Ina etc, but it proves a point). It happens to everyone. People will watch Ame mess around in Minecraft, but they won't likely stick around to see her play "Indie game #20" or dying in Celeste.
