Kiara said that some of the feedback she and Huke got was not to make her shirt as transparent.
Someone in Cover oversaw the designs and gave the OK for Gura's design and rigging. Either because they only checked if it was too lewd, or they intentionally sabotaged Gura.
I'm going with the latter because of the rrats. Whoever gave the OK for Gura's rigging at Cover did so with the intention to sabotage.
I just hope this doesn't get to her when she uses the outfit, it's super cute in the end and her personality has carried her normal rigging for months now.
