It's hard to describe properly but to put it simply, rule34 is a disorganized degenerate cesspit of trash. Pixiv on the other hand, while lewd stuff is still welcome, doesn't focus on it entirely and you can still find cute stuff there too. Pixiv is far more classy and supportive of art itself, while rule34 is just a repost dumpster fire.
