Geography. We're one of the only pure island nations and happen to be in a very geopolitically advantageous position for us to be the main naval power in the region. When I started writing our lore I didn't really envision it that way in the beginning, but one thing led to another and I've deferred to the other authors when it comes to handling that side of things.
