That scene and form was a reference to (or at least reminiscent of) Season 1 of Dragonball Z, where Goku had to get Raditz in a full nelson in order to temporarily immobilize her while Piccolo pulled a bullshit move out of his ass to kill him. This also killed Goku, so the orca would die too (and wouldn't have anime protagonist status to get revived again later).

Prior to that bullshit move, Raditz was violently shitting over both of them at the exact same time. This means Wagahai is in fact stronger than Gozaru even in her base form. She just didn't get a chance to use it. This also doesn't take into account the fact that Wagahai has shackles on her, limiting her power and granting her forms, unlike Raditz. Gozaru is rendered even weaker by this revelation.
