Some time ago I found out that Korea has had pngtubers that stream on Twitch since around 2016 or so. Think the reason it took so long for the switch to happen was because a lot of people didn't see it as necessary (since the only difference is that for chuubas the image moves, at least according to them). With the spread of Hololive breaking that iron grip only recently.
