Magic the Gathering packs (used to be they made changes which I will elaborate upon) are designed for drafting, a way to play the game, in which you pick cards from 3 packs at a time to deckbuild in a pod of 8 players and is the best way to play the game since it keeps the deck power level equal to your skill in picking the right cards instead of just buying the expensive good cards. There is also sealed where you use 6 packs to deck build individually if you don't have a full group to draft with.

They did start releasing collector and set boosters which are specifically meant to open alt art and other premium versions however I believe this to have been a shameful act on Hasbro/WotCs actions since everything about it is just a gamble
