Nothing is guaranteed, yeah, but it's the most likely way, because it makes less sense to save for later. That October RT in May wouldn't have happened if it was something that only made sense for the latest stream.
If you make topical art, at least you don't have to wonder if it'll ever happen, either it happens now or never, and you can move on.
But as with any other form of supporting your oshi, it's definitely best if you're not a likeschizo and do it for them. They definitely saw it, they check their tags all the time, they check their egosa terms all the time, if it has FUWAMOCO, FWMC or フワモコ in the text and it's not search suggestion banned, they'll see it.
If you're gonna make art for numbers, at least do for your own numbers. Try to get a bunch of people to like/RT and shill your patreon or whatever. Doing something so high effort expecting a specific person to give you an RT is asking for a headache.
Sometimes their decisions don't really have rhyme or reason. They apologized to Rifu for not always giving his art a like because it was a little too spicy and they're scared of management getting angry, but then they go and like picrel. If they're extra horny at the moment, they'll like horny art. Otherwise they'll avoid it.
