Oh, I see. I think you might want to use the word "emigration", since this is written from the point of view of the Republic. I did a bit of a double take wondering if there was a part of the Republic that could be called the "Central Empire".

Yes, it should be fine in canon, it doesn't make sweeping assumptions about the nations depicted, so it should accommodate new lore fairly smoothly regardless. While it would be allowable, I don't think new reps for those nations would be likely to feel the need to retcon it.
