As for the hips/buttocks, yep the whole region has to be covered with opaque material. Your question mark is in the way but if there is any 'butt fang' or cameltoe that is a violation too so I just highlighted that spot anyway.

I have no idea who Hime is or what they were banned for so it's hard to say what her violation was. But it's possible it has nothing to do with just standard cleavage.
