My idea for the history between 0-400 VTE is that after the protectorate set up but the empire collapsed all of its territories split into may different polities. The extent of the Imperial protectorat's control would be around the lower navigable section of the Raika. However I also sort of planned that Svadoha (the settler city) was first established by a group coming from beyond or within the /rrat/ mountains. Since the East is supposed to be semi-pastoral small polities it gives enough of a reason for there to be
underdeveloped before the Republic moved in. You can also sort of see it in the river map. There's a clear divide between the North and the South, by the Raika which is navigable for most of it's length.

Thing is /vy/ also includes a lot of different indies and such. We do have high fantasy for /JP/ which can explain how the chuuba worshippers expanded to different continents and eventually cover the whole planet but having them all coming from a single point might be a but limiting. Which is why I abondoned that and went with the roaming tribes(don't think strictly of tribes, just one way to say smaller less organized societies) idea. Since there are so many groups we need to take into account it's hard. Which is also why I first suggested things to be more mythical when the discussion on pre/vt/ times first happened. /OG/ can serve as a common origin myth however. Again, magic.

The Republic is quite vast and there would be regions where the population mostly relies on hunting game to survive. So different populations would likely have varying behaviors towards humans. But generally they should be a lot of friendlier than irl bears.
