i am actually ela's rep kek. ok so i think you have great ideas, but you need some polish. i firmly believe that you would have regional governments above the local governments, since you wouldn't want disputes to go to hermes right? warsuner made a map that shows the "division of power" in the confederacy into areas that you can think of as either regional government, or the main regional tribal governments. n

now, the first 2 are perfect but i think you need some guys, likely foreigners, that come in and help set up the system. i am prepared to send the cousin of the King of Lusitania, João, as one of these guys. now, i haven't worked out the reason why but he can be the one who helps set up the economy and governmental structure. other can be included, such as i know in artemis there is another guy, a pomeranian noble that was granted the land and developed into a hub of science, and you can get some kronies, deadbeats etc.

i will work out the trip with og later, but i also think that most people aren't going to be doing things as saints right. nuts as payment isn't going to work for say a man like João or many people, so what i suggest is giving him some land somewhere where he can be the "representative" of hereditarily (because he is a noble). it would be a nice gift to a founding father of the centre, but also give a reason. same thing with some others, they need reasons and we can figure that out.

more reasons, you are bordered by someone who likely strikes fear into you (joyo cahya), and for the west especially, Agra is the boogeyman. that is a good reason and with the right men in place, its possible to get them to work. we also have church and state work together btw.
