Zephia lore only revealed in the DLC:
The reason why Zephia is so messed up is because she was an incredibly powerful mage dragon, even when growing up. She accidentally let loose a burst of power as a child which killed her entire village, including her entire family. This is why she has a weird obsession with family but doesn't actually know what a family is really like. She's been alone for hundreds of years and riddled with trauma.
