You're mixing up timelines and scenarios. Nari liked suisei enough to draw a ton of extra fanart. Along with fanart of the other Holos. He saw Suisei's unfinished drawing tag and took it upon himself to draw his own rendition of what it could have been. That's not really in any contract or commission so it would have been out of his own volition.

The shitshow Nari saw that he had further doubts and lost confidence in cover as a company was with their company statement and actions against the holocaust. This was almost half a year or a year before HoloAlt announcement and the Mizuryu Kei fiasco.
