I just change my router's MAC address since it lets me, and then power cycle my modem. When it's back on it doesn't recognize the MAC address of the router so it just gives me a new IP.
The ipconfig /release thing only slightly makes sense in very niche scenarios which I think you fall under. The whole purpose of /release command is to end your DHCP lease earlier than whatever timer the DHCP Server set your Dynamic IP to. You're leased a Dynamic IP with a timer so it can cycle in and out inactive/active devices. You'd then do the /renew command to ask your DHCP server for a new IP address. Usually if you have a modem and router, doing this in Command Prompt on Windows would only give you a new LAN IP (i.e. 192.168.x.x / 10.x.x.x) where it won't do jack shit to evade because you'd still have the same WAN IP, but if for whatever reason you're plugged into the modem directly (or if your router is really weird) then doing this would ask your ISP to give you a new WAN IP, thus allowing you to evade. If your situation is the latter then most likely restarting is fine because Windows is stupid sometimes and doesn't care if it has a new IP.
