Any good commission artist will have some directions on their storefront of choice, the main thing is to be clear and concise and to clearly explain what you want - really think it through, some things that might make sense when you spout it off but might not be possible or end up looking good,

If you have any access to say Daz/ Source Film maker/ those drawing pose apps that let you pose characters feel free to use screen shots from those, or stick figure your guy, no good artist will be insulted by your shitty art, they know you suck ass thats why they're being hired. Some clothing examples are good but dont go to extreme with the "I want X texture but Ys color" that sort of request can be a LOT tougher than it may seem to non-artists.
And thats it, you like their art or their price, send them the basics then let them do their thing.
