Portable air conditioners are REALLY inefficient, the heat pump's (aka what an AC is) output is IN THE SAME ROOM you're trying to cool down, even though they all have a big ass "hose" that you have to put in a window to the outside, it radiates heat into the air. And they make a ruckus.

Swamp coolers are "fine" for the most part, but you'll have to change the paper filter that holds the water every few weeks because mold grows on them.
