The effects on YGO cards aren't cookie-cutter in the same way that MtG cards are. It doesn't use blanket keywords because the number of cards which work exactly identically to other cards is low and if you were to try to use that sort of structure (which they did) you'd have so many keywords and conditionals you'd need a dictionary. The wording on YGO cards is precise and long-form precisely because it has to be; the design process is completely different from MtG. Pic related is a great example of a card which works in a way which is counterintuitive to how casuals would read it, yet does exactly what it says it does, and has an effect which is not at all amenable to keywording.
