I don't typically reply to posts in Numbers Review, but I've seen this question a few times and want to address it where it is likely to be seen more.
The adjustment formula was not cracked, but I have gotten close enough to know that it would unquestionably ruin the game to completely solve it, and thus abandoned efforts to do so. I've been approached by a few people and said exactly the same thing. I'll leave my own philosophical ramblings out, as this is still a Numbers Review post, but to my knowledge, there is nobody trying to crack the code, and I hope that nobody in the future attempts to do so.

Just ran the numbers: Mori's 45.33% lower than her 28-day average.
For those that care, Sora is 17.57% below her 28-day average, but I'm pretty sure she hasn't been a music channel for a whole month.
